The CPC or Climate Prediction Center has all of Arizona above normal for the summer of 2013. The areas that could be well above normal may be in southeast AZ in places like Tucson, Douglas and Nogales. 
 
Phoenix will have it's share of 100 degrees days but not as many haboobs as last year when 7 rolled across Maricopa county.
