In the calendar world Spring typically starts on March 21st but in the climatology world we go by March April and May. March was one of the coldest in decades but we'll turn the corner for March and April 2013.
We had snow, cold and wind last month and even opening day for baseball for many locations it was the coldest in many many years.
The CPC or Climate Prediction Center does not see an influence of La Nina or El Nino just yet but I do see an active jet and that might be the "X" factor for March 2013. The map below is what I expect to see March 1-15.
April and May will be warmer than normal as a weak La Nina may start to take shape. I'm predicting two 90 degree days in April and above 90 degree days in May 2013. The map below is when we typically see the largest amount of tornadoes. I see one-two small tornadoes in the Delaware and Lehigh Valley for May of 2013.
Overall the Spring of 2013 will be drier and warmer than normal. April is warmer than normal and May is hot.

Hello again Rob, you said, "I'm predicting two 90 degree days in April" this was a great call, what's more we again were in agreement. Check this post of mine out from a long time ago: "Hey Wenner, we both did well in our long term warmth forecast, "pattern change." ~ One month ago you had forecast the change within the first week of April, later amending it at the end of March to 4/8-4/10 if my memory of your comment regarding that serves. I had forecasted a pattern change to significantly above normal temperatures, also ~ one month ago to be between the 10th and 17th, without amending it. I'd say being one day off isn't bad on my part and I'd say that your outlook was excellent all the way around, no "nailing it" comments to come, hahaha.
Looks typical of what we've seen so far but what's with everyone now saying that a big snow storm is headed into the area? Heard it now from quite a few people now.....
